Clique in the Attitude Era

What do you think would have happened in both WCW and WWE if all of the members of the Clique stayed in WWE during the Attitude Era?  WCW go out of business sooner? Certain people  in WWE like Austin wouldn’t be pushed?

I think WCW would have been in serious trouble without the Outsiders, although they would have been paying out a lot less in contracts.
