If Vince hadn’t chosen Bret to be champion.

In the Strike Force topic, someone mentioned that in a Tito Santana shoot video that he was considered along with Bret Hart to become WWF champion. Most people dismiss this, but I’m not so sure. You have to consider what was going on at the time and who was around:
Hogan was gone.
No way was Warrior getting the title
For some reason, Vince lost faith in both Savage and Flair
Undertaker was considered a "Monster-of-month" sideshow attraction for years after his first reign.
Shawn Michaels was not ready at the time.
Once you eliminate the above, Tito being a champion for even a short period of time doesn’t seem that farfetched. Outside of those two, the only other people I can see him giving the title to are Mr. Percfect, coming back sooner, or breaking up Money Inc and giving Ted Dibiase the title. Otherwise, you left with midcarders like Bossman and Hacksaw Jim Duggan. Not alot of options. Did Vince really have any other viable options beside Bret?
Well I mean, Randy Savage was the guy that everyone was pushing for, so I’d certainly call him a viable option.
